A search for this problem shows that it has been around for a long time. I have three computers that I upgraded to Windows 10 (currently at 10.0.10586). Two of them had Family Safety turned on in the previous version of Windows. Due tothe many changes to Family Safety and against my wishes, I went ahead and updated the Family Safety user accounts so it would still be somewhat functional, although of course no longer as complete a product as in the past. Unfortunately I discoveredthat I could not get around the restrictions that it has placed on, among other things, some Youtube videos needed for my kids classes.

I cannot change the 'Restricted Mode:On' without getting the message that an administrator needs to makethe change. Even worse, this restriction is on all users access - not just those that had Family Safety limits. The problem only exists on the two computers that had Family Safety prior to the upgrade. I am the only Administrator on these computersand I am unable to make any changes to the restriction. I have followed the instructions from various users that reported this problem and have removed Family Safety from the computers. In addition to the basic removal of all accounts fromFamily Safety (including adults) so there are no accounts left, based on other ideas mentioned in other postings I have searched for WPCMON.EXE (to no avail), looked for 'Family Safety Monitor' in Active Tasks (not found), looked for an entry inthe startup tab to disable (not found) and searched for a 'Family Safety Monitor' folder on the c: drive (not found).

I was perturbed that Microsoft decided to dumb down the product as much as they did in the first place. Now I am perturbedand frustrated that they have added this bug to the product.
